He is valued at £20 million as per Fichajes, and Arsenal certainly have the finances to get the deal done. They should do everything in their power to get the deal across the line.
Arsenal are in a position to challenge for league titles and the UEFA Champions League. The young midfielder could be attracted to the idea of joining them. Meanwhile, Sevilla are going through financial difficulties, and they could be under pressure to sell the player. Also, the move to Arsenal would be a step up from the Spanish club.
